OVERLAND PARK, Kan. -- An arrest has been made in the homicide investigation of 18-year-old Kelsey Smith, whose body was found Wednesday afternoon, police said.

Edwin R. Hall, 26, of Olathe, is being held in the Johnson County Jail in connection with the slaying of Smith, Overland Park Police Chief John Douglass said.

Douglass said Hall will be charged with first-degree murder and aggravated kidnapping charges on Thursday. Hall is expected to be in court at 1:30 p.m.

Johnson County District Attorney Phill Kline said it was premeditated murder and is requesting a $5 million bond for Hall.

Police would not elaborate on evidence in the case, but Douglass said Hall is believed to be the person of interest that was seen on surveillance video at the Target store where Smith was abducted.

"We are very pleased that an arrest has been made in this case," said Greg Smith, Kelsey's father.

"We can't give them their daughter back -- we can at least give them justice," Douglass said.

Douglass said a tip from the public led to the arrest of Hall. Police said Hall was questioned on Wednesday afternoon and was arrested a few hours later.

Police have also located the pickup truck seen on surveillance video, which was in Hall's possession, Douglass said.

Very little is known so far about Hall, but a neighbor told KMBC's Jere Gish that Hall is married and has a 4-year-old child.

Body Found In Wooded Area

Law enforcement crews combing a large wooded area near Longview Lake found Smith's body, who was abducted Saturday night from an Overland Park Target store parking lot.

Douglass said Smith's body was found about 1:30 p.m. across the state line near Grandview, Mo., about 20 miles east of the abduction site. He did not say how the woman was slain.

"As I understand she was found at a wooded area, but I can't say whether she was directly concealed by bushes," Douglass told reporters during an afternoon news conference.

'Scrubbed With Sunshine'

Before a prayer service Wednesday evening, Smith's father thanked the hundreds of volunteers and everyone else involved in the search for his daughter.

"She could walk into a room full of strangers and walk out with a room full of friends," Smith told the gathering Wednesday night, fighting tears.

"Her excitement and passion for life was unmatched," he said. "She lived more in 18 years than many people do with a great deal more time."

Smith also said his daughter was "scrubbed with sunshine" and he asked everyone to keep the family in their prayers during this difficult time.

Search Centered Near Cell Phone Tower

More than 200 federal agents, police officers and police academy students had been searching the lake area since Tuesday after tracking signals from Smith's cell phone. The area is about 20 miles east of the store parking lot where surveillance video showed Smith being shoved into her car Saturday night.

Smith, who graduated from high school less than two weeks ago, left the store around 7:10 p.m. and put packages into her car when someone ran toward her, police said. The incident was caught on surveillance video.

"We have been able to determine where Kelsey's cell phone was generally located on the evening of June 2," Detective Matt Bregel said. "The analysis of the phone records show that the phone passed through certain cell phone locations located on I-35 to I-435, then east to south on Highway 71, and from there to an area in the vicinity of Longview Lake Park."

Bregel said cell phone signals, known as pings, occur when a cell phone is in use, either receiving or sending a call or message. He said that the last ping was received at 7:56 p.m. Saturday.

"Family and friends were attempting to contact Kelsey Saturday night," Bregel said.

A man who lives near the area where Smith's body was found told KMBC that he saw a vehicle in the park at about 9 p.m. Saturday, which matches the police timeline. The man, who didn't want his name used, said he doesn't know what type of vehicle it was, but he remembers seeing headlights behind a locked gate on the road.

Prayer Service Held For Kelsey

At Wednesday's memorial service at Hillcrest Covenant Church in Prairie Village, Kan., the Rev. Mark Seversen repeatedly assured the gathered mourners that Smith's death wasn't their fault.

"No one should have to live a day like today," Seversen said. "This shouldn't have to be a part of life. We're here this evening because it is. And for those young people who are here, Greg and Missey said that they wanted me to say something to you guys.

"You did an extraordinary thing. You stepped in and you stood for Kelsey and you gave your energy and your hearts and you made a statement about how extraordinary Kelsey is and how important her life is. You guys did not fail."

Greg Smith, who has been in law enforcement for 16 years, described his daughter as an outgoing young woman who planned to be a veterinarian.

Kimberly Kincade, 39, was one of only a few people who remained Wednesday at the staging area in the Target parking lot, where hundreds of volunteers had been meeting daily since Sunday.

She was helping tape a large circle of posters to the asphalt. People had drawn on the posters with pictures and messages of hope before the news of the body being discovered.

"The person who is going to keep us the strongest is Kelsey," Kincade said. "She's up there looking down and saying, 'I know this is bad, and I know that I'm not there with you anymore. I can't hold you, and I can't hug you. But both of my arms are wrapping around you, and I'm there with you.'"
