KANSAS CITY, Mo. -- Police said a Grandview man who is accused of raping teenage girls he met on the Internet is a predator.
KMBC's Jere Gish reported that Devan H. Smith, 28, faces seven counts of statutory rape and one count of sexual misconduct. There are a total of four victims who are pressing charges.
Investigators suspect there may be more victims out there."He's continuing to offend. We've got multiple victims right now. He's targeting juveniles from 15 to 17," Detective Greg Chandler said.Investigators showed off thick folders of evidence they claim to have against Smith during a news conference Thursday. They say the evidence shows how much time he spent surfing the Internet, looking for women -- mostly teenagers.Gish reported that Smith is alleged to have met most of them through BlackPlanet.com. Investigators said Smith had around 20 personal pages under a host of screen names. They also said he went by several other names, including DeAnte Williams, Tay Williams and Tay Jones."We've been tracking him through Yahoo!, MSN, AOL, Hotmail and Kansas City Road Runner," Chandler said.Gish said that Smith was first arrested at his parents' home in October after a 16-year-old girl he met online claimed he had sex with her and got her pregnant."Mr. Smith demanded sex with her. She was scared. But she was not from the area and went ahead and allowed him to have sex with her," Chandler said.Smith posted bond and was released, but police continued to investigate.Detectives said they confiscated a handwritten phonebook with hundreds of numbers."Some of them have the race by them. Some of them have whether they're thick or heavy. Some even say they're a waste of time," Chandler said.After a long search, investigators said they started to find more young victims."There were so many phone numbers, so many screen names to go through. It's literally taken us several months to find the four additional victims that we have," Chandler said.All of the victims are 15 years old or 16 years old, Gish reported.Smith was arrested at a Grandview apartment building early Thursday morning. Police said he had been on the move and officers had been searching for him for weeks. Investigators said during that time, Smith continued to contact dozens of women on the Internet.
