KANSAS CITY, Mo. -- Clay Chastain fought for years to bring light rail to Kansas City, and now he has a new message. In a news conference on Thursday, Chastain told the city to stop stalling and to start building. He said the city should take the plan out of the hands of the Transit Authority because it is delaying the will of the voters."We're losing economic benefits, transportation benefits, environmental benefits of light rail. There's no need to wait for a federal review that could take eight to 10 years," Chastain said.
Chastain said the city could use money from a bus sales tax that runs out in 2009.Area Transportation Authority Director Mark Huffer said that without federal funding, it will have to cut down the scope of the light rail project.
